Sure thing, there's no precise definition of what an active member is but essentially it is someone who makes constructive edits for a while as opposed to someone that creates an account and just edits one day and bounces off the wiki. It can be self-elected or a category that gets added to your page when another active member thinks it's fitting. That probably doesn't answer your question, but it's a pretty gray area on purpose I think. It is different from an admin/sysop, although these will typically all be considered active members as well.
