Because the "Discussion" tab has been officially done away with, the bot is now moving this information onto the bottom of article pages that had active discussion pages. When this happens, the article is put into the category "discussion needs patrolling". Patrollers then go to those pages to move the discussion to the appropriate place (under "additional information" and above "related domains"), and remove the category.
