About being a Featured Portal, take a look at this page: FeatureMe. You'll need to add the tag {{subst:FeatureMe}} to your portal.

About setting up a discussion board, there's no specific page with instructions, as really any wiki page can be a discussion board. You can take a look at how it's been done on Portal:Writing_Lab. If you still have trouble, Ted and I will be happy to help out.
