I have noticed this page before and if you look at the history you will also see that Ted has reverted many of the edits by the person you mention. I will add this page to my watchlist and I would recommend doing the same if you haven't already. I think the best course of action is to keep an eye on the page and promptly revert un-constructive edits because other courses of action usually just serve to egg someone like this (who clearly has no lack of persistence or time) on.
