Coca-Cola bottling plant is challenged by outgoing mayor Reyes Ruiz Pena, who notes that  water levels in the supplying aquifier has dropped and service to local users has become irregular.  As well, corporate users such as Coke must treat its wastewater.  However, discharged water is milky white and far from purified.  Kennedy and Tilly suggest that without legal leverage, citizens may have no other options than to shut down the plant in order to restore water quality and promote sustainable water use.
