Bureaucrats are AboutUs people who have bureaucrat rights.
These users are also systems operators. Aside from the responsibilities of sysophood (need to clarify that one :-), bureaucrats have the ability to grant (and revoke) systems operator or bureaucrat status to other people. This ability is used periodically to ensure the wiki has an ample number of active, capable administrators.
Bureaucrats can also rename peoples accounts.
