- TIPS (Telecommunications Infrastructure Project Statewide) is a part of a $2,493,000 statewide computer upgrade coordination grant awarded by the California Community Colleges, Chancellor's Office (CCCCO) in mid-June 1997 to Butte Community College (Oroville, Ca). The project will integrate all 106 community colleges in the 71 district California Community College (CCC) system with California State University's (CSU) existing electronic network.
