Build the framework for the new portals:
Framework will be based on what we have already built for PortlandTech and ideally will be built (for a couple at least) using the Portal Generator that is also a task this iteration (Portal Generator: Framework)
Why?
Because article pages in support of a portal sort of requires the portal framework to exist. (DUH)
