- Welcome to the digitalcommunity.org website. This site is a project of Empowerment through Technology & Education. We hope that it will serve as a community platform to facilitate the sharing and dissemination of information to those who work in and are affected by technology. The site has a primary focus on organizations known as CTCs (Computer Training Centers) here in Washington, D.C. There have been estimates that there are upwards of 70+ such organizations here in D.C., and yet there isn't one central location to serve as a repository of the vast amount of collective experience we all have.
