Building preservation orders were introduced by the (UK) Town and Country Planning Act 1932.
Statutory planning control is now effected by three different sources of requirements. Primary legislation is provided in England and Wales by the Town & Country Planning Act 1990 and the Planning (Listed Buildings and Conservation Areas) Act 1990 and further embellished by The Planning (Listed Buildings and Conservation Areas) Regulations 1990, and in Scotland it is provided by the Town & Country Planning (Scotland) Act 1997 and the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997, while in Northern Ireland the primary legislation is the Planning (Northern Ireland) Order 1991.
Even minor works, such as painting or simple repair work in some circumstances, falls under the scope of these act and regulations. The penalty for ignoring them is up to a twelve-month prison sentence or an unlimited fine, or both; and having to make good at your own expence.
