为了贯彻“科教兴国”战略，加速科技成果向现实生产力转化，实施依靠高校科技，发展区域经济的决策，原国家教委和浙江省人民政府1988年7月19日联合成立了杭嘉湖技术开发公司。同时，又根据国家：教委(88)教技司023文件成立了杭嘉湖科技开发联络协调小组。协调小组成员由清华大学／浙江大学、复旦大学、同济大学、上海交通大学南京大学、西安交通大学等高校分管科技工作的副校长和国家教委科技管理中心有关领导组成，浙江大学和复旦大学校领导担任正副组长。杭嘉湖技术开发公司先后由中科院院长路甬祥和浙江大学常务副校长胡建雄担任董事长，由浙江大学负责日常管理。经过十几年的工作，联络协调办公室已经和150余家高校及广大企业建立了经常性联系，形成了一个具有一定规模的科技开发的联络协作网络。公司成立以来，成功支持了高校、科研院所的195个高新技术项目向企业转化，新增产值近100亿，其中项目支持的上市公司有6家，超亿元企业有15家，进入全国1000强乡镇企业的有6家，出口创汇企业17家，省级认定的高新技术企业14家，取得了可观的经济效益和明显的社会效益。为贯彻“全国技术创
