Formed in 1960 To Serve Our Community. In 1960, local ranchers were drawn together by a common need - water. Though the population was sparse, the underground water supply was meager and was quickly becoming depleted. A new source of water was needed. In November 1960, the landowners banded together to create the Moulton Niguel Water District (MNWD). As a water district, the ranchers were able to join other agencies in the construction of facilities necessary to import water to this area.
