Consensus Polling Application

Hi Ward,

I was finally able to find the brainstorm for requirements of a consensus poll app. Here's what we came up with:

   * easy sign up with notification preferences
   * automatic tallying
   * YesMeter
   * two views: one with just names and Yes/NotYet status and the other than includes all discussions
   * two phases
   ** beginning a consensus poll - questionnaire for the initiator and automatically have it all set
         o participating in a consensus poll 
   * timestamping individual status
   ** when I see someone's status, do I know if their current status is for the current document? 
   * inactivity thresholds
   * design with Vinh stage so it looks really good

Any thoughts? Julia
