What (summary)
Allow people to easily opt-out of email from AboutUs.org, and allow staff to manually opt someone out of email if they request it for any reason.
Why this is important
Our current Mediawiki setup does not allow easy account-deletion (there may be an extension that would change this). Until now, we've been recommending people just ignore their account and it will be as if it didn't exist, but this still allows people to email them, and they are emailed on watchlist changes. This is a privacy problem. People need control over this.

- Staff can opt-out a user of emails from AboutUs.org.
