What (summary)
When we create a Project or Task for the DevelopmentTeam automatically include it in the big list of things waiting to be prioritized.
Why this is important
Right now it is too cumbersome for folks to create a new Project or Task and transclude it in the right place. This is part of the DistributedPlanningGame Affordances project.

- As easy to use as the inputbox extension (uses the same syntax)
- Implemented on the DevelopmentPriorities page, inserts the newly created article in the alphabetized list at the bottom of the page.
