Vestal Asphalt, Inc. was formed in 1983 as an outgrowth of its predecessor, Neil I. Guiles Excavating & Paving, Inc., move into the asphalt emulsion manufacturing business. Prior to 1983 Neil I. Guiles Excavating & Paving, Inc. was a supplier of liquid asphalt emulsion products and a commercial paving business. Its growth developed from one burned-up bulldozer rebuilt by the company president, Neil I. Guiles, in his father's garage in 1969.
