The tiny 'queen of hills' had been looking for a fresh lease of life, leaving behind a bleeding decade scarred by senseless killing, displacement and destitution as the new millennium was all set to dawn. A gentle wind of change blowing in the closing days of the eventful twentieth century acquired the contours of a brisk gale since the year 1998. Too much history had happened in too short a time with major events overlapping each other in quick succession as Tripura continued to gasp for the stabilizing effect of a denouement as the new millennium dawned. High on the state's agenda was the keenly felt need to shed the benumbing weight of an ideological baggage and its corollary - doctrinaire approach to all issues- and preparedness to avail itself of the immense opportunities spawned by crucial changes in the economic profile.
The fabled 'tyranny of anticipated consequences from a wrong premise' had to be given a decent burial. Former president of the country K.R.Narayanan had already given a clarion call: 'our three-lane fast highway of liberalization, privatization and globalization (LPG?) must provide safe pedestrian crossings for the unempowered Indian masses’.
Left with the proverbial Hobson’s choice the state government tried to grapple with the emerging realities by reconciling the irreconcilable even as people languished in ageold inertia, unable to break away from the consensual status quo.
