The Foundation was established in 1970 in memory of E.W. (Bill) Tipping. Bill Tipping was an internationally renowned journalist who covered significant events ranging from the Melbourne and Rome Olympics to the South African Sharpeville massacre. He was a long-standing advocate for the rights of people with disabilities, particularly of children
Bill and his wife Marjorie were instrumental in gaining Government and public attention to the needs of people with disabilities. The Tipping family were involved in the establishment of a number of well-known disability organisations and services, including the Spastic Society.
Not long before Bill's death the citizens of Melbourne organised a meeting at the Melbourne Town Hall. Nearly 2000 people attended the meeting, and from the donations commencing that night, the Foundation has been able to provide accommodation and support to many hundreds of families throughout Victoria.
