- Southwest Regional Tax Bureau is a self-governed body composed of municipalities and school districts, all of whom have overlapping areas of taxpayer employment. The bureau was formed in order for its members to take advantage of the potential withholding base by operating their own tax collection service. We have grown from our original 1971 membership of two (2) school districts and three (3) municipalities to the current membership of seven (7) school districts and twenty-five (25) municipalities that spread over Fayette, Westmoreland, Washington, and Greene counties.
