Statistical Shaping was invented by Alan Kennington in March 2000. This idea is very simple indeed. Instead of merely observing and trying to forecast the statistical behaviour of subscribers to packet networks, the statistical behaviour should be controlled by shapers. Thus the longer-term statistical behaviour over hours or even days, as compared with each subscriber's SLA, should be the basis for prioritisation of traffic from each subscriber.
