Description
The local RSPCA branch in Malta was started by a generous-minded English lady, Mrs. Marjorie De Wolff, at the beginning of the 20th century, when the number of animals on the island was far lower than it is today. She became aware of certain cruel practices towards animals and wished to give these unfortunate creatures protection and a voice.
One consequence of the creation of the SPCA has been an increasing awareness of the plight of many animals and the heart warming concern of thousands of Maltese men, women and children who have become aware of animal concerns in Malta. But still, cruelty and indifference remain.
The term 'animal welfare' was not coined when Mrs. De Wolff founded the RSPCA in Malta, still less the term 'animal rights'. She will have been pleased to see that not long after her death, the Government of Malta is passing through the House an Animal Welfare Bill that will become law some time this year.
