RSS is a format for syndicating news. In fact, it's generally referred to as 'Really Simple Syndication.' Not all websites offer RSS, but its popularity is growing as organizations such as CNN, Wired, and the New York Times use RSS to provide readers with the latest news.
The first thing you need is something called a news reader. There are many different versions, some of which are accessed using a browser, and some of which are downloadable applications. All allow you to subscribe to and display the RSS feeds you want.
