Foresight was founded in 1980, when Phyllis Leah Speser, with the support of her father David, spun-out from the Federation of American Scientists to lead the lobbying effort that established the Small Business Innovation Research Program government-wide. For the next 10 years, the company specialized in science and technology government representation. In addition to SBIR, accomplishments include developing, with Roland Tibbetts, the original STTR legislation, playing a lead role in the Technology Transfer Act of 1986, and serving as the point for science budgets as the contractor for the National Coalition for Science and Technology.

In 1989, Dr. Speser was diagnosed with Chronic Myelogenous Leukemia – driving the firm into its second phase. Phyllis Leah underwent a successful bone marrow transplant at the Fred Hutchinson Cancer Research Center in Seattle, WA. The company assets were sold, and Phyllis Leah moved to Port Townsend, WA to heal. After a few years of retirement, Phyllis Leah developed the Technology Niche Analysis™ method for commercializing technology. The method was refined and tested through Phase I and/or II SBIR awards from USDA, DoEd, and NSF, as well as an award under the Long-Term Scientific Research BAA of the Office of Naval Research. During this phase, J. Don Marioni, a retired systems engineer, joined the company as a shareholder and board member. Together with David, Don, and other staff in Port Townsend, WA, Phyl developed the core methods used by the company today.

In 1999 the company entered its third phase: commercial services. In order to gain better access to labor and customers, the company relocated to New Bedford, MA. It rapidly hit take-off and has grown steadily over the past five years. In 2003, the company expanded operations to include regional offices and international franchises and strategic alliances. Also that year, the company’s product lines expanded beyond technology-market assessments and related consulting services to include e-training.
