- The Smith County Public Health District (a local Health Department) is a political subdivision under the State of Texas established by the City of Tyler and Smith County. It has been in place for over 60 years in various buildings and structures as it evolved. The Health District became a separate entity October 1, 1994, with an administrative Public Health Board. Much of the effort since that date has been to formalize relationships that have existed for many years and enter into new collaborative arrangements. With full time staff of 130 employees, the Health District has a broad range of services and responsibilities.
