- In 1998 a partnership was formed between Vale Royal Borough Council, Cheshire County Council, the then Vale Royal and Congleton Division of Cheshire Constabulary, and the National Probation Service.This Partnership was set up to meet the requirements of the Crime and Disorder Act 1998 which requires local authorities and the Police to work in partnership with other agencies to promote safer communities.
