- On his LAST DAY as Director of the Nebraska Department of Natural Resources Roger K. Patterson signed an order forcing a 50/10 criteria upon irrigators. In so doing he continued the legacy of his years as DNR Director. He FAILED to present SCIENCE to support his rule, he FAILED to heed the large majority of those who testified against the rule, and he MADE A MOCKERY of the legally required public hearing process by his actions.
