Memphis player of the year (twice), All-Metro pick (three times), All-Region, All-District (four times), Preseason All-American selection by Dick Vitale, Street & Smith's Blue Ribbon Magazine (1989), Parade Magazine's National High School Player of the year (1990), First-team All-American selection by Basketball Times (1990).
As a prep senior, he averaged 36.6 points, 10.1 rebounds, 6.2 assists, 3.3 steals and 2.8 blocks. Penny scored 3,039 points during his high school career. Penny graduated from Treadwell High School in 1990.
Penny had to sit out the 1990-91 season at Memphis State in order to become academically eligible. Penny was named conference Newcomer of the Year and Player of the Year (1991-92).
