The purposed Hatton legislation is legislation to help prevent animal cruelty and to establish a registry of those who have been convicted of animal cruelty. The legislation will also require those who provide animal services or who own companies in Canada who do to be licensed. Those who have been convicted or are under current investigation will not be granted a licence. There is no law in most of Canada that stops anyone from opening up a business that involves people’s pets or animals.
