ISP's that are already connected to a Dutch national Internet Exchange, but are interested in reducing the load on that connection or want their Dutch peering infrastructure to be redundant or want a backup facility to support their traffic during outages or even just during maintenance windows at their current exchange connection;
ISP's and hosting providers that do not have a Internet Exchange connection yet, and are interested in boosting their network performance and saving massively on their upstream costs.
