The NGOs for Fisheries Reform has been in existence since 1994 in the midst of the lobbying for a new fisheries code
For the last decade or so, it has focused on fisheries policy reform and advocacy at the national and local levels.
It has been instrumental in the passage of RA 8550 in 1998 and the issuance of the controversial administrative order for the delineation and delimitation of municipal waters.
