The National Community Action Foundation (NCAF) is the Washington advocate for Community Action Agencies (CAAs) around the country. Mission NCAF formulates and promotes federal legislative and program initiatives to strengthen the ability of CAAs to serve low-income clients and communities. Background NCAF was founded in 1981 to help enhance and amplify the work of Community Action Agencies around the country.
