- Franklin J. Muher was born and raised in Baltimore. After graduating from McDonogh School in 1987, he entered Bucknell University where, in 1990, he was selected as the Iota Chapter National Scholarship Award Recipient. In 1991, he entered Syracuse University College of Law where he achieved the position of Associate Editor of the Legislative Research Bureau Journal.
