Moving On Care Management Ltd. was set up in October 1999 due to a demand for the provision of accommodation and support for 16-18 year olds under the care of social services. Care leavers are over-represented among the homeless population, a study of young people leaving care found that just over 20% will become homeless at some stage (Biehal et al. 1995). Young people leaving care have lower levels of educational attainment than young people in the general population (Biehal et al. 1992).
