Description

Missouri Concerns of Police Survivors became an official chapter of Concerns of Police Survivors in December 1994. However, Missouri Law Enforcement Survivors have been meeting since 1988. The Missouri State Trooper's Association (MOSTA), sponsored the first survivors group in 1988 after the death of several Missouri State Troopers. In an effort to help the surviving families of these Troopers, Sarah Froemsdorf, widow of Trooper James Froemsdorf killed in 1985, and Barbara Graham of MOSTA formed the Missouri State Survivors Association (MOSSA). MOSSA was a support group for the Troopers' widows and met in different widows' homes around the state.

In 1991, several Troopers' widows (now Survivors), traveled together to Washington D.C. for the dedication of the National Law Enforcement Officers Memorial. While in Washington D.C., we met several other Surviving Families of Officers killed in the line of duty in Missouri. After spending several days getting to know one another and learning of each other's story, we decided to continue meeting when we returned to Missouri. The Missouri State Survivors Association now served families from all over the state.

In early 1992, we decided to become a little more organized and structured. We held quarterly meetings in Jefferson City. With the deaths of several more Officers throughout the state, we felt the need to reach out to these new family members. Debbie Stroud Montgomery, wife of St. Charles Officer Gary Stroud killed in 1977, became our Secretary, and along with Barbara Graham, tried to make contact with these new families. New families were invited to attend our meetings. Barbara Graham researched information on families of Officers killed in Missouri in the past. These families were also invited to attend our group.
