To meet the need of building the socialist market economy and deepening the reform of foreign economic and trade management system, the China Chamber of Commerce of Medicines & Health Products Importers & Exporters was established in May 1989 in an effort to boost the sound development of foreign trade in medicinal products. As a social body formed along business lines and enjoying the status of legal person, the Chamber is composed of economic entities registered in the People's Republic of China dealing in medicinal items as authorized by the departments under the state Council responsible for foreign economic relations and trade as well as organizations empowered by them. It is designated to coordinate import and export business in Chinese and Western medicines and provide service for its member enterprises. Its over 1000 members are scattered all over China. The Chamber abides by the state laws and administrative statutes, implements its policies and regulations governing foreign trade, accepts the guidanc e and supervision of the responsible departments under the States Council. The very purpose is to coordinate and supervise the import and export operations in this business, to maintain business order and protect fair competition, to safeguard the legitimate rights and interests of the state, the trade and the members and to promote the sound development of foreign trade in medicinal items.
As the organizer of the industry, the Chamber has the following principal functions and tasks: Guiding, coordinating, supervising and offering consulting service to its members in business operations; Studying the export plans and import situation of medicinal products and making proposal to relevant government department; Referring the members' needs and proposals to responsible government departments; Safeguarding the import and export trade order and the interests of member enterprises;
Coordinating price, market and clients of foreign trade of medicinal products as authorized by the government or agreements of member enterprises at the common request of its members; Assisting responsible departments under the State Council to guide and supervise the legal operation; Studying conditions of the international market, laws and regulations, agreements, trade restrictions concerning the foreign trade of medicinal products, analyzing finance, interest rate and currency conditions, thus providing information and consultation service for member enterprises; Organizing answering anti-dumping and countervailing cases against Chinese enterprises in this trade, investigating dumping and other unfair competition activities of foreign medicinal products and reporting to the government; Authorized by responsible departments under the State council, implementing tendering of medicinal products quotas; Organizing trade fairs and international fairs for medicinal products and coordinating its member's participation in trade fairs, exhibitions, international fairs both at home and abroad; Organizing study tours overseas for its members to market their products, place orders, conduct technological exchanges and promote foreign trade operations and the publicity of commodities; Representing the industry in international organizations of the same industry, attending relevant international professional conferences and signing documents for cooperation, strengthening ties with corresponding national and regional organizations in other parts of the world, exchanging information and developing business cooperation; Coordinating its members in tendering of overseas projects jointly; Other responsibilities as authorized by responsible departments under the State Council or at the common request of its member enterprises of agreements of the trade.
