- In 2002, then Governor George Ryan commuted 167 death row prisoners to life sentences in Illinois prisons. The co-founders of LT3P and many members of its Board, were advocates for these death row prisoners. In a short time, it became apparent that the conditions of life imprisonment were horrific.
