- The New Revised Text of the International Plant Protection Convention approved by the FAO Conference in November 1997, provides for the establishment of a Commission on Phytosanitary Measures (Article XI) that will serve as the global agreement's new governing body. The members of the Commission are the contracting parties to the Convention and are the governing body as established in the New Revised Text NRT) of the IPPC.
