The IBEW CCO was established as a result of the Ontario Provincial Government's legislation institutionalizing province wide bargaining. Prior to the legislation, Locals independently negotiated agreements with their Contractors. By reducing the number of bargaining situtations (through province wide bargaining) a simpler context was established so that those involved could make the best possible agreement rather then being influenced by the outcome/status in other bargaining situations.
