How Did Heritage Hill Get Started?
For many years, local historians and preservationists had the idea of bringing together all of the historical buildings in Green Bay to one location. In 1966, Robert R. Flatley, then President of the Brown County Historical Society, appointed a Historical Park Committee to begin work on making this concept a reality. The four original members were Dorothy Wittig, Leonard Schober, Amanda Cobb, and William Servotte. Rev. Dean Kilgust later joined the committee.
At the time, the land the committee was looking to build on was being used as a vegetable farm and an orchard by the Department of Corrections and was not available. However, in the late 1960's the Wisconsin Department of Transportation unveiled its plans for a new road called Highway 172. The route selected went straight through the prison's farm, leaving 48 acres of surplus property and an opportunity for the Historical Park Committee to make Heritage Hill a reality.
The Department of Natural Resources was approached to assist with the development of the park because of their experience, resources and their ability to obtain ownership of the land through an interagency transfer. In 1972, the DNR Natural Resources Board approved the establishment of Heritage Hill and the 48 acres of land was transferred to the DNR.
