The Haysville Community Library was established by referendum of the voters in April 1977. The Library Board was appointed by the mayor and approved by the City Council. Board members were: Ruth Barnett, Phil Bentley, Dorothy Holt, Betty Nutter, Larry Rickets, Cindy Taylor and Gary Sutton. Betty Cattrell was named the Director in June 1977. She was the only staff member at that time. The Hemphill School building, built in 1948, was leased from the school district for $10.00 per year.
