GBCPA's History GBCPA was founded in January 1974, and is an organization of private citizens who are working to keep the Bay waterways and adjacent land areas suitable as a recreational and living environment. GBCPA was formed as a result of a Corps of Engineers project to build a 25-foot high levee, 100-feet wide with a roadway on top, along the Bay waterfront from Morgan’s Point to Kemah. Bayfront property owners and others were alerted.
