Consortium on Chicago School Research
Description
The Consortium on Chicago School Research conducts research on Chicago's public schools, the problems they face, and mechanisms for improvement. The Consortium was founded in 1990, following passage of the landmark 1988 Chicago School Reform Act, out of a widely recognized need for objective evaluation of the progress of Chicago's schools. Our work is guided by an independent federation of Chicago-area organizations comprising university scholars, foundation representatives, school system officials, and reform group leaders. The Consortium seeks to reframe the conventional boundaries between researchers, policy makers, and practitioners by undertaking studies of high technical quality while broadly engaging local leadership, communicating our findings to diverse publics, and encouraging the use of research in policy action. The Consortium is located at the University of Chicago.
Policy Emerges from a Pluralistic Process. The Consortium's research is shaped by a vision of democratic policy-making—the view that policies emerge from a competition of ideas. Our goal is to inform that competition with the best possible evidence and ways of thinking about the evidence. We actively seek out diverse interests involved in Chicago school reform to ensure that our work continually addresses a wide range of questions and that our research agenda is not beholden to any single group or point of view.
To accomplish this, we maintain a multipartisan membership on our Steering Committee. Representatives of the Chicago Public Schools, the Chicago Board of Education, the Chicago Teachers Union, the Chicago Principals and Administrators Association, and the Illinois State Board of Education join civic leaders, members of education reform groups, education researchers, and other members of the policy-making community on our Steering Committee. The Steering Committee works regularly with Consortium researchers to develop the research agenda and reviews and comments on research in progress. Faculty members from numerous area universities and colleges directly participate in Consortium research projects.
