Vancouver Coastal Health Authority established re:act to provide education and a response program to ensure that VCH frontline care providers are aware of and understand their obligations in relation to the identification, assessment and reporting of situations involving abuse, neglect and self-neglect of vulnerable adults.

The Adult Guardianship Act (Part 3) gives VCH enhanced powers to intervene in emergencies and to investigate situations in which vulnerable adults are living at risk. The Adult Guardianship Act applies to abuse, neglect or self-neglect in a public place, the adult's home, a care facility or any other place except a correctional facility.

In addition to creating re:act, VCH has developed a manual on abuse, neglect and self-neglect of vulnerable adults that will guide VCH front line care workers and staff in dealing with suspected cases.
