The Beijing Center for Policy Research (BCPR) was founded in 2004 by a group of scholars and government officials who are concerned about issues related to China's political reform. Members of the group are made up of either researchers/educators who are well versed in the theoretical context of China's social and political issues and policy analyses or actual practitioners of governance at various levels of the Chinese government. The mission of the Center is to identify factors obstructing reform in China, to inform and educate Chinese officials and people about these factors, to make recommendations for change, and to empower various groups of people in the Chinese society to manage their own affairs, and to hold the government accountable. Since it's founding, BCPR has worked with both the Chinese government and international organizations to provide assistance and advice in improving rural governance, standardizing local elections procedures and empowering elected people's deputies or villager representatives. BCPR uses various media, including web sites, conferences, occasional papers, books and training, to accomplish its mission.

In the area of improving the election system in China, BCPR has organized several conferences and seminars on identifying the flaws in China's election regulations, making recommendations for the revision of the election law and drafting procedures for the urban residential committee elections. It has also worked with U.S. Embassy and the Carter Center to coordinate observation of the 2004 U.S. presidential election by a delegation of Chinese election officials and scholars, partly under the department of State's Voluntary Visiting Program.

In terms of improving rural governance and empowering elected people's congress deputies, BCPR has used the Zhuolu County in Zhangjiakou as a pilot. We have provided suggestions for the performance evaluation of county officials by county people's congress, trained township/town people's congress deputies and established a township people's congress deputy liaison office where deputies and their constituents can meet on regular basis. In late 2004 and early 2005, BCPR was involved in organizing and coordinating two sessions of training of county and township people's congress deputies and villager representatives. These trainings were designed to raise farmers’ rights awareness and to offer them “tactics” in becoming a viable factor in the decision-making process in the countryside.
