Cooperative Educational Service Agency (CESA #2) has the largest number (74) of school districts of the 12 agencies in Wisconsin. Within CESA #2's seven counties are more than 135,000 students and 7,200 teachers. BACKGROUNDFor over 100 years, school districts in Wisconsin counties were serviced by county superintendents. As school district reorganization developed and school districts became larger, the role of the county superintendent changed substantially.
