About Us Cardinal Insurance Agency, Inc. opened its' doors for business on February 1, 1999 at the old Hall House located on Oak Avenue in Spruce Pine, NC. The four owners of the Agency; Bill R. Burleson, Michael R. McKinney, Lee A. Ellis, and W.F. (Freddy) Burleson ventured into uncertain waters on that date with a confidence that success could come from persistence and hard work. On the day we opened not one piece of business had been written.
