Summary

Californians are blessed with a magnificent variety of beautiful rivers. But these rivers, and the diverse mosaic of habitats they produce and sustain, are critically threatened by our state’s vast network of hydropower dams. The climate is ripe for a new approach to the management of California’s hydroelectric resources. Simple, proven techniques exist to modernize these dams in ways that dramatically reduce their impacts to rivers, while allowing for the continued generation of power. The restructuring of California’s energy sector and the relicensing of nearly half the state’s hydro capacity in the next ten years creates an unprecedented opportunity to implement broad-based reforms.

The CHRC is uniquely situated to work with agencies and dam owners to craft creative solutions that reflect the public’s demand for healthy, vibrant rivers that support fish, wildlife, and recreation, as well as clean and renewable electrical power. The CHRC will continue to create and seize such opportunities and help bring about a new paradigm for California hydropower.

Introduction

The California Hydropower Reform Coalition was formed in 1997 to protect and restore California rivers impaired by hydropower dams. The Coalition is governed by a nine member Steering Committee representing environmental, fishing, and river recreation organizations.
