On the surface, our wonderful community of Santa Barbara appears to be a modern day paradise. Just like many other American cities, however, Santa Barbara also has a serious substance abuse problem. The mission of the Council on Alcoholism and Drug Abuse is building a safer, healthier community by preventing and treating alcoholism and drug abuse.
