Who We Are CAC is a Community Action Agency, which is a non-profit organization established under the Economic Opportunity Act of 1964, part of President Johnson's "War on Poverty". The United States is home to approximately 1,000 such organizations. What We DoOur mission is to develop the economic and social capacities of individuals, families and communities to reduce poverty in Dane, Jefferson and Waukesha counties.
