- During the early 1990's, the Managed Care “climate” in West Virginia was conducive to physician directed care. This type of care could be provided by the Health Maintenance Organization (HMO) model. This Managed Care climate was further fueled by the State of West Virginia's Public Employees Insurance Agency (PEIA) deciding to allow risk-model HMOs the opportunity to service this significantly large patient population. Early on, primary care was thought to be the leader and focal point of the HMO “gatekeeper” model. Based on this understanding, our philosophy was simply to put physicians in the “driver's seat.” That same goal exists today.
